Architectural, Engineering, and Construction Services

The Facilities and Planning - Architectural, Engineering, and Construction Services (AECS) is responsible for modifications to existing buildings including structural, mechanical, electrical and architectural systems.

If you are contemplating remodeling or modifying a campus facility, please call us to review your needs. We will help direct you to the most effective solution that complies with University standards.

AECS is also responsible for the planning, execution and management of all capital construction projects and improvements on the campus that have a broad range in size and scope. Basic cartography and demographic study also fall within the realm of AECS. We keep campus and University District maps current; anticipate growth needs spurred on by increasing student enrollment and utilization of campus facilities.

We coordinate and develop the University capital budget requests. Finally, we manage the University's archive of building drawings, some of which date back to the late 1800's: invaluable historical records and objects of beauty, as well as living tools for the contemporary architect.

CAPITAL PROJECTS & OTHER LARGE PROJECTS UNDERWAY

LINCOLN HALL SEISMIC AND MECHANICAL SYSTEMS UPGRADE

HIGHLIGHTS – Updated 3/24/09

• Design: Design being completed in packages, but scheduled for overall completion in June 2009.
• Construction: Perimeter construction fence is up; Abatement and Demolition Pre-Construction Activities underway.
• Construction Impacts: The bus stop on Broadway Avenue between Market and Mill Streets on the east side of Lincoln Hall will be closed from March – October, 2009 for sidewalk reconstruction.
• Program: All performing arts programs have been relocated with Theater in Market Center Building, Art Building (Scene Shop), & Unitus (Costumes); Music in the old Extended Studies Building (XSB).

Funding: $29.2 million State Deferred Maintenance, plus $1.5 million State Economic Stimulus Funds

 

This project is a major renovation of Lincoln Hall, a nearly 100-year old PSU campus treasure that was the first building occupied by the University in the South Park Blocks, and that now is home to the PSU Center for Performing Arts. Components of the project include seismic improvements, a new roof, electrical, plumbing, heating and cooling system retrofits, code and life safety upgrades, and communications, data and telecom improvements. With additional funding provided by State Economic Stimulus Funds, some exterior repairs and other work will be added. Completion of the project is targeted for July of 2010 with move-in prior to commencement of Fall 2010 Term.

SCIENCE 2 AND SCIENCE RESEARCH & TEACHING CENTER AND HAZARDOUS WASTE FACILITY PHASE I (SRTC)

HIGHLIGHTS - Updated 2/27/09

• Design: Construction Documents are 90% complete.
• Construction: Projected to start in June 2009.
• Program: Work will occur while building is occupied; coordination with the Colleges of Liberal Arts and Sciences (CLAS) departments of biology, chemistry, environmental sciences, physics and other building occupants has been occurring throughout the design phase of the project.

Funding: $26.3 million in State Deferred Maintenance Funds and $19 million in State General Funds, Bonds, Federal Funds, and Economic Stimulus Funds.

 

This project is a combination of Science 2 building infrastructure upgrades and the expansion and modernization of labs and teaching space resulting in the Science and Research Teaching Center. Included in the infrastructure improvements are seismic and code upgrades, electrical, plumbing and HVAC upgrades. Included in the modernization improvements are expansions and remodeling of labs and teaching space, and the addition of a new hazardous waste handling facility. Completion of the project is targeted for May of 2011.

PARTNERSHIP PROJECTS UNDERWAY

ACADEMIC AND STUDENT RECREATION CENTER (ASRC)

HIGHLIGHTS – Updated 3/24/09

• Construction is 65% complete as of February 2009
• Tri-met bus service will return to 5th and 6th Avenues in May 2009.
• MAX Green Line testing on 5th and 6th Avenues underway: Already the most heavily accessed stop in the Tri-Met system, the Urban Plaza will offer commuters choices with the new MAX Light Rail Green Line, the Portland Streetcar and Tri-Met buses.
• Anticipate Gold LEED Certification upon completion: The ASRC is packed with sustainable systems and features like the green-roof terrace rainwater filtration medium, the rainwater collection cistern that will supply water for fire sprinklers and flushing toilets, high-efficiency windows and shading, optimized heating and cooling systems, low VOC finishes and sealants, two Forestry Stewardship Council certified gym floors and the use of recycled products wherever possible.

Portland State University Students partnered with the City of Portland and the Portland Development Comission to build the new, six-story, 208,000 square foot Academic and Student Recreation Center located on the south side of PSU’s Urban Plaza. The multi-use facility will include general University classrooms, the Student Recreation Center, the School of Social Work, the City of Portland’s historic Archives and Records Center, the Oregon University System’s Office of the Chancellor and approximately 20,000 square feet of retail leased space. Plans are to open retail shops in the fall of 2009 and the balance of the building in January of 2010. ECONOMIC STIMULUS PROJECTS

CAMPUS STEAM & CHILLED WATER LOOP – PHASE II

Highlights – Updated 2/27/09

• Master Plan: Complete
• Design: Early design is scheduled to be completed in May 2009.
• Construction: Project completion is scheduled for the end of August 2010.

Project Description

Funding: $17.5 million in State Economic Stimulus Funds

Building upon the work completed in Phase I, Phase II of the Campus Steam & Chilled Water Loop will further expand and connect partially networked and stand-alone heating and cooling systems into centralized plants and add emergency power backup for essential operations. The project is scheduled for completion by end of August 2010.
- Science 2 to Millar Library and Millar Library to the East and to the West Heating Plants: replacement of and addition of new runs to connecting the campus buildings to the network of steam, condensate return and chilled water piping.
- Science 2 to Cramer Hall: installation of chilled water piping to connect the two central cooling plants housed in Science 2 and Cramer Hall.
- Peter W. Stott Center to Shattuck Hall: construction of a new tunnel completing the steam and chilled water loop that connects the core buildings surrounding the South Park Blocks. The construction of this tunnel will also serve as a future distribution point the inclusion of campus buildings on the eastside of SW Broadway Avenue.
- Science 2: installation of a new chiller and cooling tower that will add capacity to allow for future planned buildings and expansions.
- Cramer Hall and University Service Building: installation of backup generators in each building to provide emergency power to the campus buildings where uninterrupted service is essential.

CRAMER HALL CLASSROOM ADDITION

HIGHLIGHTS – Updated 3/2/09

• Design: Design is in completion.
• Construction: Work is scheduled to begin this spring and to continue through the summer.
• Program: Current office occupants are, for the most part, moving to the Market Center Building to create space for the new general pool classrooms.

Included in this Cramer Hall project are pre-construction services, selective abatement services, the conversion of third floor offices and departmental controlled space into six new classrooms and a seminar room, and the modernization of as many existing classrooms as funding will allow. Construction is scheduled to begin in spring and occupancy is planned for the 2009 Fall Term.

CRAMER HALL ROOF REPLACEMENT

HIGHLIGHTS – Updated 3/25/09

• Design: Construction documents are complete.
• Construction: Weather permitting, the project is expected to start in May 2009.
• Program: Classes and academic functions will continue in Cramer Hall during the project.

Replacement of the aging roof on Cramer Hall is scheduled to begin this spring. In addition to the roofing system replacement, this is an opportunity to raise insulation R-values and increase energy efficiency. Classes will continue while the project is underway; Facilities and Planning will minimize odors caused during the application of the asphalt-based products by closing adjacent intake vents and windows. Once the products have cured the odors will dissipate. The campus community can contact the Project Manager should the odors become problematic. Project completion is scheduled for late July or early August, depending on the weather.

PEDESTRIAN SKYBRIDGE SEISMIC SUPPORT

HIGHLIGHTS – Updated 3/25/09

• Design: Construction documents are complete.
• Construction: Projected to start spring and to conclude in October 2009.
• Construction Impacts: Most work is under the bridges so access to walkways should remain available with periodic interruptions. Possible brief roadway interruptions throughout the project.

Seismic upgrades to the pedestrian skybridges are scheduled to begin in the spring of 2009, focusing on the skybridges that connect Smith Memorial Student Union and Cramer Hall on the west side of Broadway Avenue, the University Services, the Schools of Education and Business Administration and Parking One on the east side of Broadway Avenue, and the west-east connection across Broadway Avenue between Smith Memorial Student Union and the Schools of Education and Business Administration buildings. Last Spring PSU completed a structural analysis of the bridge supports and railings that assessed the seismic support upgrades and minor repairs needed. COLAB Architecture is coordinating design and construction under the guidance of the PSU project manager. Project completion is scheduled for October 2009.

SEISMIC UPGRADE OF SHATTUCK HALL

Highlights – Updated 2/26/09

• Complete restoration of Shattuck Hall, originally built in 1914-15, reopened September of 2008

Project Description

Funding: $13.7 million in State Authorized Deferred Maintenance Funding

 

The renovation and upgrade of seismic, heating and cooling, electrical, plumbing and communications systems in Shattuck Hall have been completed and the 95 year old building that originally served as an elementary school is now home to ten general classrooms, the Department of Architecture, a computer lab, wood and metal shops, a fine-art foundry, and the Campus Public Safety Office (CPSO). The very successful deferred maintenance project is an inspiration for future PSU and State of Oregon projects, especially with its potential for achieving Gold LEED Certification from the US Green Building Council. Fitting features for Shattuck Hall, also the home of PSU’s Department of Architecture, include spaces where the inner-workings of building systems are visible by design giving students actual working examples of innovative construction elements and remodeled components.
