Formal Requests for Proposals

 

A Formal Request Proposal (RFP) is the process by which Facilities and Planning advertises a project bid proposal opportunity, informs prospective bidders of the details and requirement of the project, collects bids, selects a Consultant or Contractor and awards the contract. Portland State University Facilities and Planning uses RFPs for any project bid opportunity that is expected to exceed $500,000 for Construction / General Contracting or $200,000 for Professional Consultant services.

RFPs are designed to give every prospective bidder an equal opportunity to generate a competitive bid. That is why each phase of the process is monitored by the Contracts Office. Throughout the RFP process until after final award of the contract, all communication between prospective bidders and Portland State University is through the Contracts Office. Violation of this rule will disqualify your bid.

 

For Contractors: The first step in participating in a formal RFP is to attend a Mandatory Bid Walk. This is a meeting in which the Project Manager will present the scope of the project, lead a walk of the site of the project, and questions from attending bidders will be addressed. At the bid walk, you will receive your copy of the RFP documents which include: RFP requirements, rules, timelines, scope of work and other information necessary to generate a competitive bid proposal.

 

For Consultants: Generally, RFPs for Professional Consultant Services does have a mandatory bid walk. The RFP documents will be available from the Contracts department. Email fapcontracts@pdx.edu or call 503-725-3738 for more information.

Timelines set forth in pre-bid documents are to be strictly adhered to. The deadline for bids to be submitted to us is ABSOLUTE. There are no exceptions.
