The Fourth Avenue Building sits on the East side of Fourth Avenue.  Harrison Street bounds the structure to the north. It consists of two levels above ground, a lower level below street level, and two additional underground levels strictly devoted to parking.  A tower on the south side of the building,  which is not part of PSU.  This seven story tower addition houses the City of Portland's Office of Planning and Development Review, Permit Center and Record Center.  Occupancy occurred in August of 1999.

In the Fall of 1997, the Fourth Avenue Building was added to the PSU campus and is still undergoing remodeling and occupation for the Maseeh College of Engineering and Computer Science. The University purchased the building in phases. Office space in part of the the second level is currently occupied by PacifiCorp, a private corporation. The City of Portland's Bureau of Licenses is on the lower level. 

PSU departments which currently occupy the Fourth Avenue Building include: Computer Science, Electrical and Computer Engineering, Engineering and Technology Management and the Maseeh College of Engineering and Computer Science Dean's Office.
