Smith Memorial Student Union, the campus student union, is a four-story building with two basement levels.  It was built in four separate phases between 1956 and 1963.  The second phase, at the northeast corner, is known as Library East and is a separate academic structure, though fully attached to the rest of the building.  Library East has its own separate mechanical and electrical systems.

Smith Memorial contains Student Development, Student Affairs, Student Legal Services, Student Organizations, The Vanguard (the student newspaper), and other student-related offices.  Food Services are on the first floor, as well as the Parkway Commons and the Information and Academic Support Center.  Located in the basement is a hair salon, bowling alley, video game room, and the Portland Teacher's Credit Union Information Center.

Non-campus events are regularly scheduled in the second and third floor meeting rooms. A grand ballroom occupies the third and fourth levels on the west side, overlooking the Park Blocks.

Tunnels from the basement level lead to Cramer Hall to the North, and Neuberger Hall to the South.  Skybridges on the third and fourth floors also lead to Cramer Hall and Neuberger Hall; the third floor skybridges are open to the air, the fourth floor bridges are enclosed.  The third floor skybridges also lead to the University Services, School of Business Administration, the School of Education (Graduate) and Parking 2.
