Parking Three is located at the south end of a long block between SW Montgomery, 12th, Market, and 13th. It consists of five levels (including a basement and roof). Vehicles may enter and exit from 12th or 13th Avenues. 

There are stairs at the center of the east side and at the southeast corner, both on 12th Avenue and stairs at the northwest and southwest corners on 13th Avenue. There is no elevator in Parking Three. 

The structure was built in two phases beginning in 1978. The architect for both phases was Zaik/Miller.
